GUEST POST: Sally Wainman attends the first two Area Committee meetings

GET INVOLVED WITH DEMOCRACY: AREA COMMITTEE MEETINGS
(North East and North West Committees held in Grafton House, Ipswich Borough Council: January 11th 2012)

I attended the first two meetings tonight (North East at 5.30pm, North West at 7pm) and, as anticipated, was the only member of the public there; I do concede that these were the very first meetings but even so it proves that none of the previous Area Forum attendees realized that these meetings were even taking place.

Both Committees (and particularly the North East one) queried my right to speak as I live in the South East area. The answer is that these meetings are public meetings and anyone may attend and contribute under Item 6 of the Agenda!

Contributions or questions at other points of the meeting are at the discretion of the Chair, which could be a bit limiting if residents have queries later on in the Agenda.

Without a doubt these Committees are a world away from the informal atmosphere of the area forums but the North West at least are planning informal meetings in addition to the formal Area ones.

The North West councillors are therefore holding an informal meeting next Tuesday 17th January at the Whitehouse Community Centre at 7pm.

The North East will look for a NE location for their next meeting on March 20th

The North West Committee also seemed far more willing to look at non-electronic means of communication, rather than assuming that most people would have easy access to computers/Blackberries etc

I would like to see all Area Committees making use of local radio to publicise meetings and Agendas. There is a statutory requirement to publicise the dates on the IBC website but how many residents know how to access this information??

I have asked that public attendance should be minuted/documented.

All Areas have a budget and this can be carried over from one financial year to another; so it is really important that residents or groups of residents make sure that their councillors are aware of any ideas they have for this community funding.

The libraries are not necessarily excluded from this, so there is an opportunity for groups like the Friends of Westbourne Library to apply for some of the available area allocation.

These committees are also an opportunity to voice concerns about issues that involve a number of Areas eg the proposal to charge community groups, like the Ipswich Furniture Project, a 20% rent of the market value of their premises.

Area Forum meetings were publicised in the South West by IBC writing to previous attendees and keeping them informed of agendas and minutes. This hasn’t happened for today’s Area Committee meeting for the South West.

  1. We have asked that in future in the North East, that the previous ‘forum’ email list is used to inform residents of our next meeting on March 20th – we are also planning for that meeting and all future meetings to be held in the North East.
    There seemed to be at the meeting (and at the training last week) a willingness to work together to get more public participation. Sally was the only member of the public who attended but she was allowed to contribute and we thank her for her probing questions.
    The Forums were not that well advertised in the past, most residents only finding out about them through either the email list or Labour Party leaflets.
    The North East Area Committe will have a media plan and will use a number of means to promote the meetings.

  2. Top marks to the North West Councillors who have already used their Area Forum list to inform people of their meeting at the Whitehouse Community Centre, Limerick Close Ipswich which will be held on 17th January at 7pm.

    I received a postal notification this morning: thank you for your efforts.

    • Seems as though NW Area Committee are recreating the Area Forum as fast as they can…

      • Well, good for them because audience participation within the formal structure of an Area Committee held at Grafton House is never going to take off.

  3. Well done Sally. I wasn’t going to drive into town for those meetings. Besides I lost interest in the Forums long ago when IBC started using them for propaganda.

    • It’s essential to get the Area Committees out of Grafton House where the whole atmosphere is non-conducive to any real public participation: if you look at Alasdair’s comment at the top you will see that he refers to me being “allowed” to speak.

      The NE committee spoke amongst themselves for about 25 mins and when item 6 finally came up at least 2 of the councillors instantly protested that I couldn’t speak because I happened to live in a different area of the borough. In other words they were far more interested in trying to silence me than in hearing what I might have to say. Thankfully good Chairmanship prevailed and I was able to raise a number of questions.

  6. Not sure any one tried to silence you Sally, I for one asked what are the procedures for people outside the North East to ask questions.

    In future I hope there are enough questions from North East residents that there is no need for Sally to ask questions- I hope the answers we gave Sally pleased her,

    The meeting was very informal and Sally contributed to the debate. One of the reasons why they were held in Grafton House was to get the ‘boring’ bits over with – election of chair and how we wanted to committees to proceed..

    It seems Tory bloggers are anti and very negative whilst the Tory Cllrs seem keen to get them to work.

  8. There was a good atmosphere between the two political parties, I agree.

    By the way, Alasdair, why is there no mention of the Central Area Committee on the list of meetings? The other areas meet again in March but Central is not included.

  9. I belive they are meeting in February but the website will have all new dates soon

    • The IBC website is showing meetings through to 20th March but no mention of Central Area Committee meeting in February at the time of posting this message.

      The Council has a statutory duty to advertise formal meetings so it is surprising that halfway through January the meetings page still doesn’t include this particular Committee in its list of forthcoming committees.

      • Don’t worry Sally, it doesn’t have the budget setting Full Council on there either. So they’ll have to update it soon enough. Interesting they haven’t had a Central Area Committee meeting though…
